The National Agency for Science and Engineering Infrastructure (NASENI) is facing scrutiny over N10.65 billion in mobilisation payments made to CGC Nigeria Limited for the construction of its proposed Abuja campus.
According to payment records cited in an investigative report, NASENI released the funds in two tranches in December 2025. The first payment ofN5.65 billion, made on December 25, was described as the balance of a mobilisation fee, while a further N5 billion was released two days later and recorded as part payment of the same fee.
The report questions the sequence of the payments and whether the procurement and disbursement process complied with applicable public-sector rules. It also raises questions over the reported N35.5 billion value of the campus project, based on the stated 30 per cent mobilisation figure.
The project is under construction at the Abuja Technology Village in Lugbe. NASENI Director-General Khalil Suleiman Halilu inspected the site in July 2026 and described the development as part of a planned 300-hectare manufacturing hub along the Airport Expressway.
NASENI has subsequently defended the N10.648 billion mobilisation payment, with the agency citing the 30 per cent contractual mobilisation limit. The clarification followed reports questioning the payments.
The controversy centres on the timing and documentation of the payments, as well as questions about the procurement trail for the project. The available reports do not establish that the payments constituted a criminal offence or that any individual acted unlawfully.
