DR Congo Establishes Advisory Council to Strengthen Accountability for Conflict-Related Atrocities

The Democratic Republic of Congo has established a new international advisory body to support investigations into atrocities committed during decades of conflict in the country’s east, a move that could strengthen accountability efforts and increase scrutiny of businesses operating in high-risk jurisdictions.

The newly formed Council for the Examination of Atrocities in the DRC will advise government institutions responsible for reparations and transitional justice on documenting alleged war crimes, supporting victims and advancing legal accountability. The council will draw on findings from the UN Mapping Report and more recent evidence of conflict-related abuses, with support from international experts in war crimes prosecution and international criminal law.

The initiative comes as the DRC intensifies efforts to address impunity amid continuing violence involving armed groups in the country’s mineral-rich eastern provinces. Increased international attention on alleged human rights abuses is expected to reinforce expectations for companies and financial institutions to conduct enhanced due diligence on operations, supply chains and counterparties with exposure to the region.
