Manchester City faces a separate sanctions process after an independent commission found the club guilty of breaches of Premier League financial rules covering nine seasons between 2009/10 and 2017/18.
The commission found that Manchester City used commercial arrangements that did not accurately reflect the underlying agreements, resulting in the inflation of reported revenues and reduction of reported costs. The findings relate to the club’s financial reporting and its compliance with Premier League and UEFA spending rules
The Premier League said the arrangements artificially inflated revenue and reduced costs by more than £900 million over the affected period. The commission concluded that accurately reporting the relevant agreements would have left the club significantly outside applicable Premier League and UEFA spending limits.
The proceedings also covered payments to former employees that were not recorded in employment contracts and arrangements concerning players’ image rights. The commission found additional breaches relating to those arrangements.
The commission further found that Manchester City had submitted misstated accounts and breached its obligations to cooperate with the Premier League’s investigation. Three of four alleged breaches relating to cooperation and the club’s obligation to act in good faith were upheld.
Sanctions remain outstanding
Despite the commission’s findings, Manchester City has not yet been given a final sporting sanction.
The Premier League has confirmed that the question of sanctions will be considered at a separate hearing before the independent commission. Under the league’s disciplinary rules, potential sanctions can include financial penalties, points deductions and other sporting measures.
More severe sanctions, including possible expulsion from the Premier League, have also been discussed in reporting surrounding the case. However, no such sanction has been imposed, and the precise consequences of the findings remain to be determined.
The eventual sanction will depend on the commission’s assessment of the breaches and the applicable Premier League rules.
Appeal process
Manchester City has the right to appeal the commission’s findings and has until October 2, 2026, to exercise that right.
An appeal would be considered under the Premier League’s disciplinary framework, with an Appeal Board having powers to uphold or vary the commission’s decision.
Manchester City has continued to deny wrongdoing and has indicated that it intends to challenge the findings. The club maintains that the decision contains material errors of fact, law and principle.
From a regulatory and compliance perspective, the distinction between the findings, sanctions and appeal is significant. The independent commission has made findings against the club, but the sanctions phase has not been completed and the findings remain subject to the available appeal process
The case also illustrates the compliance risks facing sports organisations in relation to financial reporting, commercial transactions, related-party arrangements, employee remuneration and regulatory cooperation.

Manchester City’s final regulatory position will therefore depend on the outcome of the sanctions process and any appeal. Until those processes are concluded, the precise sporting and financial consequences of the commission’s findings remain unresolved.
