NEPZA Tightens Compliance Enforcement, Warns Free Trade Zone Operators Over Illegal Container Imports

The Nigeria Export Processing Zones Authority (NEPZA) has tightened compliance enforcement across Nigeria’s Free Trade Zones (FTZs), warning operators that illegal container imports and other regulatory breaches will attract strict penalties under Nigerian law.

 The authority said the strengthened enforcement regime will include intensified inspections, closer scrutiny of import and export documentation, and increased collaboration with relevant government enforcement agencies.

 NEPZA Managing Director and Chief Executive Officer, Dr Olufemi Ogunyemi, disclosed the measures in a statement issued in Abuja by the authority’s Head of Corporate Communications, Dr Martins Odeh.

 According to Ogunyemi, compliance with regulations governing activities within the secured Free Trade Zone environment is mandatory. He stressed that an operating licence comes with legal and regulatory obligations that operators must fulfil.

 The latest directive targets illegal importation of containers into controlled areas, as well as attempts to circumvent lawful import and export procedures, mis-declare goods or move containers through unauthorised channels.

 NEPZA said it will intensify inspections within the zones and increase scrutiny of cargo and trade documentation as part of efforts to identify and address violations.

 The authority will also work more closely with partner enforcement agencies and apply penalties prescribed by law against operators found culpable.

 Ogunyemi said the measures are aimed at protecting the integrity of NEPZA’s regulatory framework, safeguarding legitimate businesses and maintaining a level playing field for operators within the zones.

 The authority said illegal importation and other forms of non-compliance can undermine legitimate commerce, expose the wider economy to unregulated goods and weaken confidence in Nigeria’s Free Trade Zone system.

 For zone operators, the warning underscores the need for stronger internal controls around customs documentation, cargo declarations, container movements and authorised trade channels.

 NEPZA also urged operators and their associations to strengthen internal compliance and self-policing mechanisms to identify and prevent regulatory breaches before they result in enforcement action.

 Ogunyemi said enforcement would focus on operators found to have violated applicable regulations, while compliant businesses should be allowed to conduct their legitimate activities without being affected by the misconduct of others.

 The latest directive places renewed emphasis on documentary accuracy, cargo traceability and lawful movement of containers within Nigeria’s Free Trade Zone framework.

 NEPZA said it would continue to administer its regulatory responsibilities with fairness and transparency, while operators found culpable would face penalties provided for under Nigerian law.
