The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has intensified enforcement against filling stations found to be under-dispensing petroleum products, placing renewed emphasis on measurement accuracy, equipment integrity and consumer protection across the downstream sector.
The regulator has directed retail outlet operators to calibrate and verify fuel dispensers and totalisers following the detection of under-dispensing incidents at outlets.
Under-dispensing occurs when a customer receives less fuel than the quantity displayed on the dispensing pump. From a compliance standpoint, the practice raises concerns about consumer protection, equipment maintenance, transaction accuracy and the effectiveness of internal controls at retail outlets.
NMDPRA has indicated that outlets found to be under-dispensing, operating improperly calibrated equipment or otherwise breaching dispensing requirements may be required to take corrective action. Persistent or serious violations could attract regulatory sanctions, including the possible revocation of operating licences.
The enforcement drive has also included inspections and the sealing of outlets found to have breached dispensing requirements.
For filling-station operators, the regulatory action highlights the need for documented calibration schedules, regular equipment verification, preventive maintenance, accurate transaction records and effective staff supervision.
Operators should also maintain evidence demonstrating that identified faults have been promptly reported and corrected. Such records can provide an important audit trail during regulatory inspections and help demonstrate compliance with applicable requirements.
The development underscores a broader compliance principle in the downstream petroleum sector: consumer protection depends not only on product availability and licensing, but also on the accuracy, reliability and transparency of every retail transaction.
