The United States has imposed fresh sanctions on VTB Bank, Russia’s second-largest financial institution, accusing it of helping Iran evade Western sanctions as Washington intensifies its campaign to isolate Tehran financially.
The U.S. Treasury Department said the action targets VTB’s involvement in Iran’s financial sector, including establishing correspondent banking relationships with sanctioned Iranian financial institutions. The sanctions were imposed under “Operation Economic Outcast,” a broader campaign aimed at disrupting Iran’s financial networks and revenue channels.
“The United States has imposed new sanctions on Russia’s VTB Bank, accusing the institution of aiding Iran in evading Western sanctions. The U.S. Treasury stated that VTB established offices in Iran, formed relationships with sanctioned Iranian banks, and helped create financial channels to support trade and coordination between Moscow and Tehran. These measures are part of broader efforts under Operation Economic Outcast, aiming to disrupt entities that provide support to the Iranian regime and its global networks. VTB, already heavily sanctioned since Russia’s 2022 invasion of Ukraine, is now among the most comprehensively sanctioned banks globally. The Iran-related penalties increase the risk of secondary sanctions for foreign partners engaging with VTB. Treasury Secretary Scott Bessent emphasized the U.S. commitment to isolating Iran’s financial enablers. The Treasury also recently sanctioned financial institutions in Turkey and the UAE and is actively warning global banks about secondary sanctions risks tied to Iran’s illicit activities. These actions are part of a larger U.S. strategy to pressure Iran amid ongoing conflicts and efforts to secure the Strait of Hormuz”
Treasury said VTB has opened banking offices in Iran in recent years and taken steps to expand financial cooperation between Moscow and Tehran. The Russian bank also established correspondent relationships with sanctioned Iranian banks and helped develop mechanisms for settling transactions in Iranian rials and Russian rubles.
According to the U.S. government, VTB has also taken steps to move billions of dollars in frozen Iranian assets, increasing concerns over its role in helping Tehran maintain access to international financial channels.
VTB was already under sweeping U.S. sanctions over Russia’s war in Ukraine. The latest designation makes the bank one of the most comprehensively sanctioned financial institutions globally and exposes foreign institutions dealing with it to additional sanctions risks.
The move is part of a rapidly expanding U.S. pressure campaign against Iran. Treasury has recently targeted financial institutions and networks in countries including Turkey and the United Arab Emirates, warning foreign banks and businesses that continued dealings with sanctioned Iranian entities could trigger penalties.
The latest action could further complicate Russia-Iran trade and increase pressure on financial institutions in other countries that maintain relationships with either side.
