FBI Unveils First Cyber Strategy, Puts Hackers on Notice

New roadmap shifts the bureau toward disrupting cyber adversaries, supporting victims and imposing costs on criminals targeting US networks and critical infrastructure.

The Federal Bureau of Investigation (FBI) has unveiled its first dedicated cyber strategy, setting out a more aggressive approach to combating cybercrime and protecting US critical infrastructure.

Released this week, the strategy is designed to guide how the FBI deploys its resources against cyber threats, with four priorities: disrupting adversaries, supporting victims, strengthening partnerships and building the capabilities needed to pursue cyber actors.

The FBI said the cyber threat environment is being driven by two overlapping forces: state-sponsored actors using cyber operations for intelligence gathering and disruption, and a mature criminal ecosystem that has industrialised ransomware, fraud and cryptocurrency theft.

Under the strategy, the bureau intends to impose greater costs on cyber actors targeting the United States, while moving more rapidly to assist victims of cyber incidents.

The FBI also plans to deepen cooperation with private-sector organisations, other government agencies and international partners, recognising that cybercrime increasingly crosses institutional and national borders.

The strategy represents a significant shift in emphasis from responding to cyber incidents after they occur towards disrupting adversaries and their infrastructure as part of a broader effort to deter attacks. The FBI has separately described its mission as using its authorities, capabilities and partnerships to impose costs on cyber actors.

For banks and other financial institutions, the strategy carries particular significance as cybercriminals increasingly combine ransomware, fraud, cryptocurrency theft and attacks on critical infrastructure.

The FBI’s roadmap also follows Operation Winter Shield, an earlier initiative outlining measures organisations can take to strengthen resilience against cyber intrusions.

The new strategy forms part of the wider US administration cyber strategy released in March, placing the FBI’s investigative and disruption capabilities within a broader national cybersecurity framework.
